The Willacy County Health Plan risk pool is a community-based plan. Participating entities join through an interlocal purchasing agreement and share underwriting losses/profits and administrative expenses.
The Willacy County Health Plan has achieved remarkable success in controlling health care costs through innovative risk management strategies. Plan costs have remained static for years while benefits have been improved at the same time.
Reserves are well established. Direct provider agreements along with direct primary care and cash-pay- point-of-service claim adjudication strategies provide plan members with no out-of-pocket health care expenses.
The plan is an open access plan and does not subscribe to any managed care networks.
The prior consultant of 20 years resigned effective August 1, 2026. The county is seeking a replacement.
