Today the primary reason why healthcare is messed up is because employers give their cash to another vendor to do the bookkeeping. And that vendor proves their value by demonstrating how they pay less for treatments by using a number that never expects to be used for payment.
The real payment prices are publicly available. The solution is to stop outsourcing medical bills bookkeeping. I don’t know this answer but how many medical bills need payment assistance beyond the employees’ OOP max? 5%? 8%? 3%? This is such a small amount of bookkeeping that doesn’t justify outsourcing it.
