Independent third party administrators have done extremely well in marketing and managing level funded plans. One Texas based TPA has developed a level funded book of business comprised of over 500 employer groups with average group size of 28 employees.
The BUCA’s have taken note and are joining the level funded movement. It’s called market preservation. They have only one thing to sell – network access. That’s where the real money is. Level funding is a means to an end.
