You can have 100% backing from administration but it takes four votes to get a school district contract. If administration has strong leadership you have a good chance of successfully counting to four. If administration leadership is weak you have an uphill battle unless you’re successful in doing something really stupid.

England’s Senior Doctors Vote to Strike as Action by Nurses Ends

(Bloomberg) — Senior doctors in England voted to strike after a separate ballot among nurses fell short of the threshold needed for them to continue months of damaging industrial action.
Strategy is designed for self-funded health plans interested in achieving additional plan savings while improving benefits at the same time without disrupting existing relationships.
Employers would have more options to provide health insurance that doesn’t have to meet certain coverage rules and may come at a lower cost under an expanded version of H.R. 3799.
