The TEXAS HEALTH AFFILIATE PLAN was offered some years ago through a collaborative effort between Aetna and the Michigan Employee Benefit Services (MEBS), a VEBA trust administrator.
The VEBA offered a three year self-insured maximum liability and a “Unique Mini-Aggregate” feature that removes risk including a no lasering guarantee.
Many were scratching their collective heads on this one back in the day. Did the plan sell? If it did it’s got to be the best kept secret in the insurance industry.
