
Despite a growing number of districts joining the government health plan, enrollment is down due to cost. Coverage on the individual market is often a cheaper alternative for TRS ActiveCare members.
- Premiums will increase by less than 10% on average
- Increased employer interest in returning to ActiveCare
- Membership decrease due to the cost that employees pay for the health coverage (Are more members buying health insurance on the outside?)
- Most benefits for 2026-27 remain largely unchanged for the Primary and Primary+ plans
