2019 Annual TRS-ActiveCare Financial Report
The TRS-ActiveCare program operates under the authority of the Texas Insurance Code, Title 8, Subtitle
H, Chapter 1579 and the Texas Administrative Code, Title 34, Part 3, Chapter 41, and began operations in fiscal year 2003.
The net position was $165.0 million at August 31, 2019, an increase of $108.7 million from $56.3 million the previous fiscal year. Total revenue of $2.34 billion increased $15.9 million from $2.32 billion in fiscal year 2018 due to renegotiated contract terms. Investment income for the year was $10.6 million, an increase of $3.7 million. Total expenses of $2.23 billion decreased $134.2 million from $2.36 billion in fiscal year 2018 due to better than expected claims experience and a decrease in enrollment.
