For the first time in 20 years TRS ActiveCare member school districts may leave the government health plan provided they give notice of intent to leave by December 31, 2021.

In their December 7 board meeting TRS board members were briefed by staff that as of December 1, 2021 only 2% of member districts have indicated their intent to exit the program. This represents approximately 22 school districts. However more may give intent to leave the program by the December 31 deadline.

We are receiving reports the insurance brokerage community is lighting candles in hopes of turning Mother Fate to their direction. Some have traipsed to Madam Palm, the famed Brownsville seeress, fearing the worse but hoping for the best. For, they know, only Madam Palm knows the final count.

If this number holds true, there will be approximately 100 Texas school districts outside the TRS ActiveCare program, or about 9% of Texas school districts. About 77 districts have never joined TRS ActiveCare.

We suspect more member districts will give notice of intent to leave the program by the December 31 deadline. We will know the final numbers sometime in January 2022.
