The 2024-2025 renewal for the Texas government health plan insuring Texas educators effective September 1, 2024 has been released.
Highlights
Rates – Going Up
Deductibles – Going Up
Co-insurance Out-of-Pocket – Going Up
Scott & White – Going Away
Rate increases vary by region ranging between 7-14%. In the aggregate the overall rate increase is <10%.
The slide on page 27 shows historical rating adjustments to the program. However, supplemental funding over the past two years, when factored in, effectively produces funding increases of +30% each of those years. (For our mathematically and grammatically challenged readers, a rate increase is a funding increase and a funding increase is a rate increase).
To the surprise of no one, Segal Consulting Group reported claims and expenses will outpace plan contributions within the next few years indicating future increases are on the horizon.
