TRS ActiveCare Out To Bid For 2026-2027 Plan Year

Award is expected to be made public in February 2026. Will Blue Cross retain the account? Or will Aetna win the Musical Chair competition against Blue Cross once again? Will United HealthCare win on a toss? Or will all three win, each awarded designated geographic areas where they have the best “discounts?”

TRS’s current health plan administration and related contracts for TRS-ActiveCare are set to expire at the end of the 2026 plan year (August 31, 2026). TRS is actively procuring new medical and enrollment administration contracts (a formal Request for Proposals / competitive bid process) for services that begin September 1, 2026.

TRS-ActiveCare Competitive Bid & Contract Timeline (2025–2026)

Procurement & Vendor Selection

  • May 20, 2025 – TRS issued the formal Request for Proposals (RFP) for Health Plan Administration Services (for TRS-ActiveCare and TRS-Care, solicitation TRS000527).
  • June 6, 2025 – Pre-proposal conference for interested vendors.
  • June 10, 2025 – Deadline to submit certain RFP attachments.
  • June 20, 2025 – Deadline for submission of bidder questions.
  • July 21, 2025 – Proposal due date (deadline for vendors to submit bids).
  • October 15, 2025 – Respondent interviews anticipated.

Award & Transition

  • Late 2025 / Early 2026 – TRS reviews proposals, conducts interviews, and awards contracts (some employers/district communications about vendor awards reference “TRS Vendor Awards: Feb 2026” as an expected milestone for district planning).

Operational Start

  • September 1, 2026 – New vendor contracts begin operations for the TRS-ActiveCare program administration under the newly awarded contracts.
