
The Segal Report issued to the TRS ActiveCare Board of Trustees states medical trend since inception of the program has averaged 5% annually
If the state legislature and local districts had raised their respective minimum required contributions by 5% each of the past 20 years they would have:
– Eliminated adverse selection – a stabilizing rate factor
– 100% employee only participation (Free coverage for employees)
The total minimum state and local contribution would be $568 today, enough to cover 100% of all TRS Plan options for Region One member districts.
Minimum state contribution would be $189 while the minimum district contribution would be $379.
