After years of refusing to provide member districts their own claim experience, TRS officials now are eager to provide it. Why?

Usually when an incumbent is eager to provide claim experience it’s because it’s bad. The hope is competitors will not want the case or will rate it up to an “uncompetitive” level. Does anyone thing this has something to do with it? – Decision Time: TRS ActiveCare or Commercial Health Plan?
