If enacted, the House bill would severely cut federal health care spending—including the most significant cut to the Medicaid program in its 60-year history—and highly restrict eligibility for marketplace coverage. Those proposed changes are summarized here.
In addition, the House bill would codify and build on the Trump administration’s rule to establish individual coverage health reimbursement arrangements (ICHRAs) and adopt a series of changes to health savings accounts (HSAs)—at a price tag of billions of dollars in forgone federal revenue from 2025 to 2034.
