Troubled South Texas school district seeks competitive proposals for self-funded employee health & welfare plan. (TEA increases oversight of Donna ISD | Local News | themonitor.com)
The Donna Independent School District (DISD) in deep south Texas, with approximately 2,500 employees, is an interesting case study of breach of fiduciary duties in oversight of plan assets. Good old South Texas politics (A blood sport) pervades the district from the top down. This is particularly evident in the management of the district’s self-funded health plan.
The district’s self-funded health plan is a multi-million dollar honey pot, attracting the worst of the worse in innovative brokerage tactics that make one’s hair stand up. Through strategic alliances (Controversy Follows Insurance Agents In Rio Grande Valley) with insurance companies, insurance agent cartels, and local family clans, an on-going power struggle for control of the honey pot has brought in a revolving door of consultants, agents and brokers in the past several years. At one point recently the district employed two brokers and two consultants simultaneously.
The Texas Education Agency (TEA) has now taken control of this troubled school district with strong oversight of the Board of Trustees.
Now we learn the DISD may be seeking proposals for Honey Pot Administrative Services. We suspect authorities will be watching the process very closely………………….
