We have seen significant changes and developments in the school district health plan market over the last 20 years. Previous to that many districts were struggling to maintain good medical benefits for their employees. The advent of TRS Active Care, a State risk pool that could bring together most of the districts in the State and capitalize on cumulative numbers, backed up by State funds, seemed to offer a long term solution. Yet the sustainability and affordability of that program eventually came into question along with the dramatically rising cost-share for the employees, such that quite a number of districts chose to consider their exit from that plan. Subsequently some of the alternative plans have seen major cost-related challenges and these districts are in a quandary as to solutions. It is not an easy scenario.

Yet one solution that may not be brought to the table is worthy of attention. The Individual Coverage Health Reimbursement Arrangement (ICHRA) is an employer group solution made possible by federal statute (2019) and regulation.

The ICHRA additionally garners federal funds to assist in plan affordability for your employees.

Key Points to consider:

The Texas ICHRA pool has a participation of some 3.3 million subscribers.
With 3.3 million members this is the largest insurance pool in Texas.

Subscribers have from four to many more major insurance carriers to choose from (depending on locale) with 40 or more plans to choose from.

Subscribers may choose among a variety of plans which are federally certified by county for network adequacy.

The federal government has a vested interest in assuring the affordability of these plans going forward.

The legal challenges have been exhausted & these plans have the unwavering commitment of the federal government.

Employers may set their contribution level & the employee gets the greater of that or federal tax credit funding based on household income.
