The public plan will be government-run and will base its reimbursements to providers on Medicare payment structures.

One approach proposes paying medical providers the Medicare rate plus 5%, and the other proposed paying Medicare plus 10%.

This reimbursement level is far less than what the private insurance market pays.

As a result cost shifting to commercial plans will continue but fast tracked to make up the difference.

The higher cost fueled by cost shifting to commercial plans will drive even more employers to the public option plan.
