Public entity budgets are reeling under the weight of increasing healthcare costs. Cities, counties and school districts funded by tax payer dollars are having to cut costs in other parts of their budgets, close down schools, lay off staff to pay for the increasing costs of their health plans.

Here is a recent example of a school district covered under a Blue Cross fully insured health plan. Over the last 5 years their premiums have increased 70%, their budget increased 35% their payroll increased 45%, while the share value of Anthem & UHC have increased 85% and 74% respectively.
