Bronze Medal Winner Awarded The Gold Medal

Third string insurance broker picked to manage Hidalgo County’s second largest budget expense.

Hidalgo County in deep South Texas recently requested competitive proposals for insurance consulting services related to their self-funded employee health plan. The selection process incorporated a ranking committee of five members who independently ranked each of the four respondents.

Collectively the top ranked consulting firm earning the Gold Medal was Gallagher Benefit Services. The Silver Medal went to Valley Risk Consulting.

The remaining two junior varsity contenders were ranked #3 and #4. The point difference between the Bronze and Lead Medals was a scan 1 point.

Commissioner Eddie Cantu requested the Purchasing Department to negotiate with the Gold and Silver metal winners which were Gallagher Benefit Services and Valley Risk Consulting respectively.

In a head scratching epiphany Commissioners Court awarded the Gold Metal $75,000 annual contract to the third ranked junior varsity Bronze Medal winner Ortegon Insurance Agency, LLC.

Mr. Valde Guerra stated that, although Commissioner David Fuentes was not present for this item, Commissioner David Fuentes was abstaining from any discussion and/or action regarding Agenda Items 26.E.1.A., and 26.E.1.B.

Commissioner Eduardo “Eddie” Cantu requested for the Purchasing Department to negotiate with the top 2 ranking vendors.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval on agenda item 26.E.1.A., as ranked.

Vote: 4 – 0 -Unanimously

B. Requesting approval by Commissioners Court in order to proceed with negotiating with the No. 1 and No. 2 ranked vendor HUB International Texas, Inc. and Ortegon Insurance Agency, LLC to finalize an agreement for “Consulting Services for Self-Funded Health Plan.” (Audio Reference 2h:10m:40s)

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, EVERARDO “EVER” VILLARREAL, the Court made a UNANIMOUS vote of approval on agenda item 26.E.1.B.
