El Paso ISD Proposes 2021-2022 Health Insurance Budget

September 2021 will be the start of EPISD’s second renewal cycle since adopting a TRS ActiveCare Alternative program. How accurate were the underwriter’s financial projections?

EL PASO ISD PROPOSED 2021-2022 HEALTH INSURANCE BUDGET

May 3, 2021 Board Meeting

This is interesting. EPISD will increase district’s contribution to the TRS ActiveCare Alternate self-funded plan by 17.5% while decreasing district’s contribution to TRS ActiveCare by 26%.

EPISD Risk Manager Reacts To Renewal

September 2021 will be the start of EPISD’s second renewal cycle since adopting a TRS ActiveCare Altlernative program. The first year renewal called for  funding $4,000,000 in reserves as well an increase district contributions.

From our understanding the district kept district funding static. We are not sure what the district did in regards to reserves.

The EPISD self-funded health plan is a typical PPO plan and does not incorporate any new or innovative risk management strategies. The district is relying on Cigna’s secret managed care contracts as their answer to managing health care costs.

PPO contracts by nature prohibit or severely restrict a plan from auditing claims. These managed care contracts also include certain features that guarantee increasing costs year after year.

Working The Spread remains alive and well.

Health Care – Self-Funded $435 pepm/month TO $511 pepm/month Health Care (+17.5%)

TRS Active Care $435 pepm/month TO $320 pepm/month (-26%)

Health Savings Account $500 pepm/year (SELF FUNDED PLAN),  $300 pepm/year (TRS ACTIVECARE PLAN)

EPISD Clinic Fee $96 pepm/year $96 pepm/year
