DART Approves $14,389,242 For Retiree Heath & Life Insurance Benefits

At their July 8, 2025 board meeting DART awarded two insurance contracts totaling $14,389,242 for retiree health insurance and group term life insurance.

On March 14, 2025 DART invited 3,074 firms to compete in a RFP process for Retire. es’ Medical Coverage Services. With a .0003% chance of winning United HealthCare came out on top against heavy odds, walking away with a $8,894,732 contract prize.

DART now holds the record for sending out the most solicitations for a RFP. McAllen ISD, formerly in first place has fallen to second place runner up, a vast improvement over their previous record.

Approval of a resolution authorizing the President & Chief Executive Officer or her designee to award a five-year contract with two, one-year options for a Medicare Advantage PPO Plan for retirees and their Medicare-eligible dependents [Contract No. C-2089922-01] to UnitedHealthcare insurance Company, for a total authorized amount not to exceed $8,894,732 ($6,634,700 DART cost and $2,260,032 Retiree cost).

Retiree healthcare costs are subsidized by DART. Retirees over 65 pay 20% of the premiums for healthcare and 50% for their covered dependents over 65 years of age.

DART also awarded their group term life insurance contract to Securian Financial.

“Approval of a resolution authorizing the President & Chief Executive Officer or her designee to execute a contract modification to increase funding for life and accidental death and dismemberment (AD&D) insurance plans for DART employees, retirees, and their eligible dependents [Contract No. C-2067778-01], with Securian Financial- Minnesota Life Insurance Company to increase the not-to-exceed amount by $5,494,510 ($1,358,062 DART cost for basic coverage and $4,136,448 employee cost for supplemental life and supplemental AD&D insurance coverage), for a new total
authorized amount not to exceed $11,272,723.”

Dart’s group life insurance plan experience included 38 claims with a loss ratio of 92.6%. The 2023- 2025 rate for Basic Life is 0.129. The initial renewal offer was 0.163, an increase of 26.4%. DART’s benefits consultant, Marsh McClennan Agency (MMA) negotiated a lower rate of 0.140 for an annual Basic Life savings of $73,563
