[B] Scope of Service:
(1) Vendor needs to provide professional insurances consultant services to the government authority located in Harlingen, TX.- Assist the city in creating and maintaining a competitive (cost and plan design) benefit program, and in doing so, provide benchmark data from like entities
– Review of benefit design
– Review of benefit utilization
– Claims analysis including review of large claims
– Review of benefits cost for employees, retirees and the city
– Provide funding analysis, financial underwriting, including renewal analysis and negotiation, budget projections, and quarterly reporting of plan’s financial performance
– Evaluate plan design annually, or as required, in light of labour market conditions, cost trends, delivery systems and legal requirements
– Annually analyse, compare and review fully insured vs. self-insured plans and options
– Annually review and calculate fully-insured equivalent rates for each coverage level of the health plan, including active employees, retirees under age 65 and COBRA
– Review of current carriers and third party administrator’s performance
– Assist in developing long-term strategies and future proposed benefit plans
– Assist in developing long-term strategies and future city’s retiree benefits
– Obtain necessary monthly, quarterly and annual reports and data from carriers and third party administrators in a timely manner
– Assist in the monitoring of vendors’ quality of service and institute quality standards with penalties for poor performance
– Provide information and education and training to city staff related to benefit implementation and administration when requested
– Conduct annual strategic planning meetings to establish goals, priorities, and identify areas of concern
– Provide plan design recommendation, with estimated cost implications, for benefit modifications
– Develop projected funding requirements and funding level analysis and development
– Negotiate with carriers and/or third party administrators to obtain favourable renewals
– Collect and organize the information required to obtain competitive bids
– Assist in developing the necessary bid documents
– Respond to questions, clarification and requests for additional information of the bid specifications
– Review, evaluate and summarize various benefit options of the competitive qualifications
– Review the policies to make sure they are consistent with the bid response
– Meet with proposed carriers regarding contract negotiations, implementation, and other bid requirements
– Market products that are 100% employee paid as requested
– Assist in establishing administrative procedures
– Prepare communication plan and city benefit booklet
– Work with carrier and administrators coordinating the enrollment process of all related plans
– Advise and make recommendations regarding on-line open enrollment and electronic communication capabilities.
(2) All questions must be submitted no later than April 14, 2020.
(3) Contract term will be one year.
