Brownsville ISD Considers Insurance Options Including TRS ActiveCare

Largest employer south of San Antonio considers health insurance options for 2026

The district’s insurance consultant presented “Insurance Plan Options” including TRS ActiveCare to the Brownsville Independent School District insurance committee November 13, 2025.

If the district decides to join the TRS ActiveCare program in 2026 they will have to notify TRS Officials no later than December 31, 2025. That ain’t gonna happen.

The BISD self-funded health plan has been practicing deficit spending for years. Current district funding of $630 pepm is not enough to cover expenses and claims. Expenses include commissions paid to a local agent of record.

The district plans to seek competitive health insurance proposals in 2026.

I don’t see any mention of ICHRA. Isn’t that an option worth considering? Imagine giving every employee a $7,680 pay raise to spend on health insurance of their choice.
