Texas school district to over TRS ActiveCare alternative health plan effective September 1, 2020

As a District of Innovation, East Central ISD (ECISD) is choosing to be flexible with the medical coverage offered to employees. Beginning September 1, 2020, eligible ECISD employees will be given an additional option for medical insurance through the Universal Benefits Consortium, the UBC. Open enrollment for both the UBC and TRS plans will take place from July 15, 2020, through August 13, 2020.
THE UBC – CIGNA PLANS:
FREE access to a health and wellness center – exclusive to employees and dependents who enroll in the plan
No prescription deductible and free generics
No referral necessary to see a specialist
Rates under the UBC are lower compared to the TRS plans, and the UBC HD plan will be $0 for employee-only coverage. The UBC HD Plan is not HSA eligible but is FSA eligible.

TRS ACTIVECARE – BCBS PLANS:
The TRS ActiveCare employee-only HD plan will no longer be the $0 plan for employees. Cost will increase to $47/month.
The Select Plan will become the “Primary Plus” plan. Specialist referrals will be required and a Primary Care Physician must be selected in the online system during open enrollment. The network will be a statewide network only. No out of network coverage.
A new “Primary” Plan will be added. This plan is similar to the Primary Plus Plan but will have lower premiums with a higher deductible and higher copays. Specialist Referrals will be required and a Primary Care Physician must be selected in the online enrollment system during open enrollment. The network will be a statewide network only with no out of network coverage.
TRS ActiveCare 2 remains closed to new enrollment. Only employees currently on the plan can remain on the plan.
