A Common Sense Alternative To TRS ActiveCare For Region One School Districts?

Most Texas school districts are unaware of a new health plan option that’s quickly fulfilling market demand across the country. “Why haven’t we heard about this? is a common question we get from district officials. “What is it and how does it work?” they ask. The question for Region One member districts is “How does our TRS ActiveCare (TRSAC) government health insurance plan compare with ICHRA? Which is the best option for us?”

The answer is not hard to determine once all factors are considered. In a recent article Reform Austin reported on the financial impact ICHRA may have for non-member TRS ActiveCare districts:

“Public school districts not currently enrolled in TRS ActiveCare may replace their district contribution with the federal contribution, in qualified instances, under the provisions of the ACA. In the case of lower paid employees, the federal contribution often covers the entire cost of the plan. This not only benefits the school district, often saving larger districts millions of dollars per year, but directly benefits the employee by providing them with lower cost, federally guaranteed insurance, often with better benefits.”

This factor alone makes ICHRA an option worth exploring. Employee attraction and retention is another.

It’s getting close to that time of year again when Texas school districts must decide whether to continue membership in the TRS ActiveCare government health insurance program. By statute they must give written notice of termination no later than December 31, 2024 for an effective date of September 1, 2025.

The time to explore the feasibility of changing to ICHRA is now.
