Weslaco ISD – THE FIRST Texas School District To Seek Competitive RBP Proposals

weslacoUnder the leadership of the district’s risk manager, Mike De La Rosa, the Weslaco Independent School District has historically demonstrated an almost unequaled track record of  “thinking outside the box” amongst Texas school districts.

Although not the first Texas school district to adopt Reference Based Pricing (RBP) strategies, the Weslaco Independent School District is, to our knowledge, the first in the great state of Texas to formally seek competitive Reference Based Pricing proposals for their self-funded employee health insurance plan.

We are sure the Weslaco Independent School District will receive wide interest in the market with numerous Reference Based Pricing models to consider from multiple vendors.

Sealed proposals are to be mailed or hand delivered to the attention of Andres Sanchez, Assistant Superintendent for Business and Finance, Weslaco Independent  School District, 312 W. Fifth Street, Weslaco, Texas 78596  Please mark your envelope plainly: Employee Benefits –  Reference Base Pricing Services due date: Thursday, April 6, 2017  at 3:00 p.m.

Sealed proposals will be accepted until 3:00 p.m. on Thursday, April 6, 2017 at which time they will be opened.  Proposals will be opened but not read publicly in the Business Office Conference Room at the above address.  Any proposals received late will not be accepted, and will be returned unopened.  Weslaco ISD is not responsible for proposals misplaced or mailed incorrectly.

NOTE:

The selection of a proposal will be made after careful evaluation of the proposals received. Each proposal will be evaluated for acceptability, with emphasis on the various factors enumerated in the table outlined below. Each factor is assigned a numerical score. The scores will be used to develop a list of potential providers with whom negotiations may be conducted.

Evaluations will be based on the following criteria, for which up to 100 points may be awarded.

A total evaluation of 60 points will invalidate a proposal.
