The district’s funding is insufficient to carry the risk and will cause a multi-million dollar deficit this plan year. The TRS ActiveCare “safe harbor” may be one possible solution. The other alternative is to re-visit the self-funded plan for alternatives such as reference based pricing and cost plus reimbursement strategies. Two nearby school districts have adopted these strategies with success.
